Fire flow tests were performed to determine the availability of water and also the coefficients which would be used in the computer modeling process.

Records were gathered from the water treatment plants and utility billing records to develop water use patterns over an entire year. Once the computer model was built and calibrated to mimic existing conditions, many different scenarios were modeled to determine projects the City should fund to stay in compliance with State and Federal regulations today and 25 years into the future.

Careful cost estimates were created for the Capital Improvement Projects and provided in the report along with an inventory of the existing system. Lastly, and most importantly, the City of Lago Vista now has a working computer model that can be used in a variety of ways to plan and keep the water system functioning and providing a critical resource to the citizens of Lago Vista.

Just over three months have passed, and cities are still working to repair critical infrastructure that was damaged in the freeze. Locally, Lohman Ford Road suffered damage due to a normal process called a freeze-thaw cycle. This cycle is something northern states struggle with on a constant basis. For those of us living in warm Central Texas, this type of damage may seem shocking. The project, which had been planned prior to the storm, needed to go out for new bids because the expected scope of the work increased due to the storm damage.

A freeze-thaw cycle is when temperatures fluctuate from above freezing 32F , to below freezing, and then back to above freezing. When temperatures are above freezing, rainwater or snow melt will make its way into any small crack in the pavement. Water underneath the pavement is meant to drain away, but during winter it freezes in the base and subgrade materials.

So, when temperatures drop below freezing, the water within the cracked pavement begins to freeze and expand, causing the crack to expand and grow as well. When warmer weather comes, the ice begins to melt, weakening the base layer and leaving voids where larger cracks were formed.
